Goal 1: Student Achievement

All students will make a minimum of a year's growth annually and demonstrate grade level proficiency in language arts, math, science, and social studies.

Strategies:

  1. Execute and monitor transition plans for grade reconfiguration K-5, 6-8, 9-12, school reconfiguration, and trimesters.
  2. Identify and monitor school achievement targets aligned with district goals.
  3. Plan and implement district, school, department, classroom, and individual student data analysis to inform and monitor teaching 
    and learning.
  4. Staff will participate in Professional Learning Communities (PLCs), Triads, and/or Lesson Study Groups to improve teaching and learning.
  5. All staff will continue to expand new and innovative programs (i.e., Freshman Academy, Early Childhood Education, All Day Everyday Kindergarten, and International Baccalaureate) along with programming that should be discontinued.
  6. All students reading below grade level will have an individualized improvement plan monitored on a regular basis.
  7. Staff, students, and parents will have increased access to curriculum materials and communication tools through technology.
  8. Students will have access to online and blended courses that provide flexibility for fulfilling the Michigan
    Merit Curriculum requirements.
  9. Expand present health, nutrition, and safety programming (i.e., Middle School Intramurals, Safe Routes to School, Farm to School) throughout the district.
  10. Implement consistent curriculum and instruction for all preschool programs.
  11. Develop a plan for designing and implementing performance-based assessments that indicate a year of growth.
  12. Align strategies with district goals for Communication and Resource Management to foster cross department relationships in support of Student Achievement.

2009-2010 Key Efforts:

  • Elementary staffs will continue to participate in Professional Learning Communities (PLCs). Secondary staffs will continue participating in Leadership Teams, Critical Friends Groups, PLCs, and receiving training in using protocols to look at student work. (Development in instructional rounds)
     
  • K-12 principals will continue to meet in professional development forums to improve teaching and learning, and all administrative team members will participate in PLCs through TCAPS' Leadership Development Institute.

  • Expansion of new and innovative programming continues. Early Childhood programs are expanding into additional sites. The District reopened a Young Five’s program and expanded to an additional site. All Day Every Day Kindergarten is available in every elementary school.  A committee has been formed to look at foreign language in the early years. An intervention committee has been meeting to explore programs and needs in grades K-12 in the areas of language arts, mathematics, social/emotional, and progress monitoring. Mentoring programs and academic assistance for improving learning is provided at all secondary sites. Neighborhoods at West Senior High School were implemented. Advisory programs were implemented at all high schools.

  • There are more than 300 active Moodle site currently in use. In addition, the work to coordinate curriculum is steadily flowing into Moodle and has been organized in a special section. Nearly all secondary courses and programs have sites that are in progress. Work is beginning with elementary grade level staff to consolidate online curriculum materials into Moodle sites. Parents and students are using Internet Viewer to keep track of student progress and attendance. 

  • TCAPS received a 2-year online waiver extension from State Superintendent Mike Flanagan. Training in the use of Moodle is ongoing and TCAPS will benefit from a grant from the Michigan Department of Education (MDE) to organize blended learning opportunities in Algebra II. Another grant from MDE will be providing an entire catalog of core curriculum courses for online delivery. All secondary schools have tudents taking online classes and/or blended courses. One2World is being implemented in grades 9-10.
  • Middle school intramurals have been improved and continue. Safe Routes to School continues at West Middle School, and the District has applied for Federal funding through the President’s economic stimulus package to address, among other things, infrastructure changes that will allow for implementation of site plans to enhance the Safe Routes to School initiative. The Farm to School program has been recognized statewide, as well as nationally and is growing. School gardens are being implemented at three elementary sites.
  • The Creative Curriculum was adopted for all preschool programs in TCAPS and many in our region. The ISD, ECI, and TCAPS have provided ongoing professional development for our Early Childhood teachers and preschool managers.

  • Exploration continues with staff and administration in developing performance-based assessments indicating a student’s year of growth. 

  • Executive Team meets weekly to make sure there is interdepartmental consideration and work towards improving student achievement. 

  • A Teacher Applicant Interview Questions Committee reviewed and revised teacher applicant interview questions and a new process implemented.

  • Teacher and principal evaluations are on schedule per the Master Agreement and a committee is addressing the new legislation and reviewing practices.
  • Special education programming pilots for cognitively impaired students and students with Autism Spectrum Disorder have been developed and implemented.
  • All targets have been established for this goal and reviewed regularly as data becomes available. Several targets have been revised and updated based on new data. Our goal is 100% on academic achievement. Regular reports to the Board are made and ongoing monitoring of student achievement is in place at all schools.
